January 2010 – November 2013:

o   Seconded by the United States Department of State to the European Union’s Rule of Law Mission to Kosovo (EULEX)


o   EULEX is the European Union’s Rule of Law Mission to Kosovo.  Over 3,000 individuals (primarily Europeans) are employed in this mission to bring modern, transparent and trustworthy judicial, prosecutorial, and police practices to Kosovo following many years of war and devastation in that county.  Kosovo declared its independence from Serbia following the 1999-2000 war.



January 2010 – October 2010:

o   Trial Judge in the District of Mitrovice (the northern conflict area of Kosovo)

o   Presided in many trials of criminal acts including, murder, rape, human and drug trafficking and war crimes


October 1, 2010 – January 9, 2012:

o   selected and served as Vice President of the Assembly of EULEX Judges (Deputy Chief Judge of International Judges Unit) based in Kosovo capitol city of Pristina.


November 9, 2012 – November 9, 2013:

o   selected and served as President of Assembly of EULEX Judges (Chief Judge of International Judges unit of fifty international Judges and one hundred staff members).


October 1, 2010 – November 9, 2013:

o   served periodically as Judge of the Supreme Court of Kosovo.

o   served as mentor and advisor to President of the Kosovo Supreme Court and as advisor to Chair of the Kosovo Judicial Council



o   conceived, planned, coordinated and presided at a nationwide training session and symposium for Kosovo and International Judges on the subject of sentencing and sentencing disparity (Kosovo)



o   conceived, planned, coordinated and presided at first-ever joint symposium of the Constitutional Court and Supreme Court of Kosovo to address conflicts of law (Kosovo)


June – November 2013:

o   served as special advisor to Kosovo government working group in negotiations with Serbian government working group on establishment of Courts and Prosecution in the normalization of relations in post war Kosovo environment

o   cook active role in these international negotiations held at the European Union Headquarters, Brussels Belgium

o   Chief Criminal Prosecutor for the county and general counsel to the county government on civil issues





o   2008-2010: Led successful effort to bring mandatory mediation on issues of child custody, support and visitation to the Fourth Judicial District of Iowa through creation of Southwest Iowa Mediation Service, sponsoring mediation training and adoption of new Court Rules for the District


o   1994:  Faculty Advisor for National Judicial College General Jurisdiction Court (training for new Judges)


o   1995: Discussion leader National Judicial College Advanced Evidence Course.


o   1994: Presented seminar section on Evidence for Iowa Young Lawyers Bridge the Gap Program.


o   1999: Presented seminar section on Evidence for Iowa Trial Lawyers Association.


o   Co-Chaired committee which developed computer training for Iowa Judges Association.   Taught these skills on district and state wide basis.


o   2009 -2010: EDMS Business Advisory Committee member


o   1992-1994: Chair of Supreme Court’s Probate Rules Committee


o   2009: Served on Supreme Court committee to revise the Rules of Civil, Criminal, Probate and Juvenile Procedure to accommodate EDMS.


o   2009 – 2010: Co-chaired Supreme Court mandated committee to evaluate quality, feasibility, and cost of Digital Electronic Court reporting for State of Iowa
